China is Rethinking its Technology Export Controls

In the Trivium Weekly Recap article “Rethinking Technology Export Controls,” on the Sinica Podcast platform, Andrew Polk highlights new research from Chinese state-affiliated policy institutes on how China should manage technology export restrictions. The researchers argue that export controls should be applied selectively and only when three conditions are met: China holds a clear global technological advantage, restrictions can be effectively enforced, and the economic costs to China remain manageable. Their pilot study identified 63 technologies that may merit monitoring or future controls. The article suggests that China is moving toward a more systematic, evidence-based export control regime designed to protect key industrial and technological strengths, drawing lessons from international practices, including those of the U.S.
