The Boston University Global Development Policy Center advocates for a “green developmental statecraft” that combines domestic state capacity with a big investment push to achieve economic diversification and decarbonization. To succeed, the report urges the Global South to strengthen South-South cooperation and collectively engage with China to reform the international financial architecture and secure more equitable climate financing.
